The FN P90 is a compact submachine gun designed by FN Herstal in response to a NATO request for a light armor-piercing round to replace the 9x19mm Parabellum as the standardized pistol and SMG cartridge, along with a compact "personal defence weapon" similar to the AKS-74U to fire it.

The resulting design was a highly distinctive blowback-operated downward-ejecting bullpup SMG with an overhead magazine based on the mechanism of the Heckler & Koch G11: rather than replicating the complex rotating breech of HK's weapon, however, the P90 instead features a spiral feed ramp integral to the magazine, which rotates the left-facing rounds to align with the breech. The weapon is fully ambidextrous, and the original version features a standard integrated reflex sight with back-up iron sights mounted on both sides of the carry handle.

Following criticisms of the performance of the original 23-grain plastic-cored SS90 projectile and with a need for a shorter cartridge for the Five-seveN pistol, FN Herstal issued a redesigned round, the SS190, in 1993; this uses a more conventional metal-core design with a 31-grain projectile 2.7mm shorter. An improved P90 entered production in the same year with a redesigned magazine for the new ammunition.

Later P90 developments included the P90 USG, a variant with an aluminum housing on the integrated reflex sight instead of the polymer version of the standard model and a different reticle, along with the ability to detach the sight and replace it with a rail; the P90 LV and IR introduced in 1995, featuring respectively an integrated visible and IR laser manufactured by Laserex of Australia; and the 1999 P90TR featuring rail accessory mounts on the carry handle, including one replacing the integrated reflex sight. A civilian semi-auto version with a 16-inch barrel, the PS90, was introduced in 2005. The FN F2000 assault rifle, first produced in 2001, uses the same safety and trigger mechanisms as the P90.

Ultimately NATO testing in 2002-2003 of the 5.7mm round and the Heckler & Koch 4.6mm round suggested the 5.7mm was superior, but Germany and several others rejected standardization, effectively halting replacement of the 9mm round indefinitely.
