Season 11 of Law & Order began with the revelation that District Attorney Adam Schiff (Steven Hill) had resigned to work with Simon Wiesenthal and the Holocaust Project. He is replaced by interim DA Nora Lewin (Dianne Wiest), who is introduced to the cast and audience by none other than the real then-mayor of New York City himself, Rudolph W. Giuliani. (The mayor's then-wife, actress Donna Hanover, was a semi-regular on the show as well.) Lewin, having worked in academia, was much more idealistic than Schiff, and frequently clashed with a battle-hardened Jack McCoy (Sam Waterston) and unforgiving conservative Abbie Carmichael (Angie Harmon).
Season 11 was the final season for Angie Harmon, who felt her character wasn't developing and left the show to pursue other projects. In the season finale, Abbie announced that she was going to take a job with the US Attorney for the Southern District of New York, leaving an opening for guest appearances, as the US Attorney for the Southern District of New York was based in Manhattan. Harmon, who at the time, had more appearances in the Assistant District Attorney role than any of her predecessors, had wanted Abbie killed off however, and Dick Wolf refused, having already killed off Claire Kincaid (Jill Hennessy). Either way, Harmon never returned to the Law & Order universe.
On the flip side of that, Season 11 also had the last of two guest appearances by former regular Carey Lowell as Jamie Ross, who once again returned as a defense attorney in "School Daze" (S11E22). Jamie Ross made several more appearances in the Law & Order universe, first in the spinoff Law & Order: Trial by Jury as a judge in addition to her appearance in the 2021 revival of the original series.
