Captain America: The Winter Soldier is the 2014 sequel to 2011's Captain America: The First Avenger. Chris Evans returns as Steve Rogers/Captain America. Avengers co-stars Samuel L. Jackson, Scarlett Johansson and Cobie Smulders return for this film in addition to new cast members Robert Redford and Anthony Mackie. The film is also part of "Phase Two" of the Marvel Cinematic Universe that includes Iron Man 3, Thor: The Dark World, Guardians of the Galaxy, Ant-Man and Avengers: Age of Ultron. Evans would return as Captain America in the 2016 film Captain America: Civil War.

Glock 19
Several SHIELD agents and STRIKE commandos, including Brock Rumlow (Frank Grillo) and Maria Hill (Cobie Smulders), are armed with the Glock 19. The Glock 19 is also seen in the hands of Natasha Romanoff (Scarlett Johansson) and Secretary Alexander Pierce (Robert Redford) as well as Hawley (Jenny Agutter) and Yen (Chin Han), members of the World Security Council. When transferring to the CIA, Sharon/Agent 13 (Emily VanCamp) is seen firing a Gen 2 Glock 19 at a shooting range.
Glock 26
As before in The Avengers, S.H.I.E.L.D. agent Natasha Romanoff, aka "Black Widow" (Scarlett Johansson), wields a pair of Glock 26 pistols as her main weapons throughout the film. In addition, a mercenary on the Lemurian Star is seen attempting to attack Captain America (Chris Evans) with one.
FNX-45 Tactical
S.H.I.E.L.D. agent Sharon Carter, aka "Agent 13" (Emily VanCamp), carries an FNX-45 Tactical with a C-More STS red-dot sight as her sidearm of choice. This pistol is also seen used by Brock Rumlow (Frank Grillo).
SIG-Sauer P220ST
The Winter Soldier (Sebastian Stan) can be seen with what appears to be a holstered stainless steel/nickel-plated SIG-Sauer P220ST. The pistol is also seen in the hands of Secretary Alexander Pierce (Robert Redford).
COP 357 Derringer
The Winter Soldier (Sebastian Stan) can be seen with a holstered COP 357 Derringer on a custom thigh holster holding two pistols.
Intratec TEC-38
The Intratec TEC-38 is the second of the pistols on the Winter Soldier's right thigh holster. The blown-up image more clearly shows that there are actually two pistols on this holster. An odd configuration to be certain, though in line with the Winter Soldier's "use gun, use bigger gun, use more gun, use all the guns" style of combat. The version displayed here is the two-tone nickel-plated version that was also seen in A Low Down Dirty Shame.
SIG-Sauer P226 Super Capacity Tactical (Customized)
STRIKE Agent Brock Rumlow (Frank Grillo) is seen with what appears to be a custom SIG-Sauer P226 Super Capacity Tactical pistol when threatening a SHIELD technician as well as when he arrives at the mall in search of Rogers and Romanoff.
Smith & Wesson M&P
SHIELD Director Nick Fury (Samuel L. Jackson) continues to carry the Smith & Wesson M&P as his sidearm. Interestingly, S.H.I.E.L.D. special agents in Marvel's Agents of S.H.I.E.L.D. are equipped with the Smith & Wesson M&P as their standard pistol instead of the Glock 17.
Glock 17
The Glock 17 is seen in the hands of HYDRA operatives and S.H.I.E.L.D. agents.
SIG-Sauer P226
After losing his custom P226 during the SHIELD surveillance room standoff, Brock Rumlow (Frank Grillo) uses a regular P226 right before he confronts Sam Wilson/Falcon (Anthony Mackie).
Custom M1911A1
When S.T.R.I.K.E. apprehends Rogers, Romanoff and Sam Wilson, aka "Falcon" (Anthony Mackie), after the shootout on the freeway and in the streets of Washington D.C., a few commandos carry custom M1911A1-type pistols as their sidearms. One even draws his on Romanoff as she is arrested. Later at the end of the film, Nick Fury (Samuel L. Jackson) takes a 1911 from a portable pistol safe as he prepares to go into hiding.
Submachine Guns
CZ Vz. 61 E Skorpion
Another weapon carried by the Winter Soldier (Sebastian Stan) is a CZ Vz. 61 E Skorpion, which he fitted on the back of his armored vest.
Steyr SPP
Sam Wilson, aka "Falcon" (Anthony Mackie), appears to be armed with dual Steyr SPP submachine guns. A HYDRA assassin disguised as a Metropolitan Police Department officer also uses an SPP while attempting to kill Nick Fury (Samuel L. Jackson). Falcon's SPPs appear to be collapsible, and it would appear that he carries many of them on his vest.
MAC-10 (Non Gun)
The Steyr SPP used by the assassin turns into a Non Gun MAC-10 when fired into Fury's SUV. In some scenes, the pair of Steyr SPPs carried by Falcon turn into MAC-10s.
M3/M3A1 "Grease Gun"
When Rogers visits the Captain America exhibit at the Smithsonian, the M3 / M3A1 "Grease Gun" that was carried by Jim Morita (Kenneth Choi) in Captain America: The First Avenger is seen on display.
FN P90
What appears to be an FN P90 is carried by a French mercenary aboard the Lemurian Star.
Heckler & Koch MP5A3
A Heckler & Koch MP5A3 with a Surefire weaponlight is carried by a hospital security guard near the end of the film.
Shotguns
Winchester Model 1897 "Trench Gun"
When Rogers visits the Captain America exhibit at the Smithsonian, the Winchester Model 1897 "Trench Gun" that was carried by Timothy "Dum Dum" Dugan (Neal McDonough) in Captain America: The First Avenger is seen on display.
Rifles / Carbines
M4A1 Carbine
The M4A1 Carbine is used by S.H.I.E.L.D. STRIKE commandos, including Brock Rumlow (Frank Grillo) and Agent Maria Hill (Cobie Smulders), throughout the film, fitted with various accessories including EOTech holographic sights, vertical foregrips, tactical flashlights and Magpul PMags. During the freeway shootout, Sam Wilson, aka "Falcon" (Anthony Mackie), takes one from a HYDRA agent he killed to give support to Rogers and Romanoff. The Winter Soldier also uses one fitted with an M203PI grenade launcher in the same scene, which Romanoff later uses against him. In addition, a French mercenary aboard the Lemurian Star carries an M4A1 as well. Upon close examination, some of the rifles, including the ones used by the Winter Soldier and Falcon, are actually M4 uppers on AR-15 (SP1) lower receivers.
FN F2000 Tactical
Several STRIKE commandos use suppressed FN F2000 Tactical rifles with EOTech sights while rescuing hostages aboard the Lemurian Star. One of the HYDRA agents accompanying the Winter Soldier's henchmen uses an FN F2000 Tactical fitted with an EOTech 552 holographic sight.
Galil MAR
A HYDRA agent confronting Rogers, Romanoff and Wilson on the highway with the Winter Soldier uses a Galil MAR fitted with a railed handguard and EOTech sight. A few French mercenaries carry the Galil MAR as well.
Heckler & Koch HK416
A few French mercenaries aboard the Lemurian Star carry what appear to be suppressed Heckler & Koch HK416s. In the first post-credit scene, HYDRA agents can be seen guarding a lab armed with HK416s.
Heckler & Koch G36C
A few mercenaries guarding the hijacked Lemurian Star are armed with Heckler & Koch G36Cs with various accessories. One of the HYDRA agents attacking Rogers, Romanoff and Wilson on the highway bridge also uses a G36C. In the first post-credit scene, a rack of G36Cs can also be seen among the many weapons in the arsenal of HYDRA's secret base.
Steyr AUG A3
STRIKE team leader Brock Rumlow (Frank Grillo) uses a suppressed Steyr AUG A3 with a DI Optical DCL-110 sight while rescuing hostages aboard the Lemurian Star. In real life, the DCL-110 is a heavy-duty red-dot sight intended for use on medium and heavy machine guns. In the film, however, it is portrayed as a fictional high-tech device with the ability to see through solid objects.
M1 Garand
When at his former training base, Steve Rogers (Chris Evans) visualizes his former self and several other SSR trainees carrying M1 Garands. In the "Howling Commandos" display at the Smithsonian, an M1 Garand is seen with the uniform worn by Jacques Dernier (Bruno Ricci). In Captain America: The First Avenger, Jacques was mainly seen carrying an M1A1 Carbine.
Barrett M82A1M
An archive photo shows the Winter Soldier armed with a Barrett M82A1M.
Machine Guns
General Dynamics GAU-17/A
As in The Avengers, the SHIELD Quinjets in the film are seen armed with an under-mounted multi-barreled weapon that resembles the General Dynamics GAU-17/A.
Handheld M134 Minigun
One of the HYDRA agents is armed with a handheld M134 Minigun during the highway shootout. This particular weapon has shorter barrels than previous models.
Browning M1919A4
When Rogers visits the Captain America exhibit at the Smithsonian, the Browning M1919A4 machine gun that was carried by Gabe Jones (Derek Luke) in Captain America: The First Avenger is seen on display.
DShK
A DShK heavy machine gun is seen in a lab.
Other
RM Equipment M203PI
The Winter Soldier is handed an M4A1 fitted with an RM Equipment M203PI grenade launcher during the highway shootout. It is fitted directly to the railed handguard by replacing the M203PI's mounting lugs with a pair of non-standard rail adapters. Black Widow later uses this grenade launcher as well.
FN Mk 13
The Winter Soldier can be seen using what appears to be a modified version of a standalone FN Mk 13 grenade launcher near the end of Fury's SUV chase. The barrel has been displaced downwards in order for the weapon to fire large, disc-shaped projectiles from the gap between the barrel and the frame.
Milkor MGL Mk 1L
The Winter Soldier can be seen using a Milkor MGL Mk 1L grenade launcher during the highway shootout and quinjet takeover.
M67 Hand Grenade
Captain America takes an M67 hand grenade off a STRIKE commando and tosses it to take out other enemy combatants during the helicarrier assault. During the same scene, a helicarrier crew chief attempts to toss one at the Winter Soldier, but is unsuccessful.
M136 AT4
The M136 AT4 is seen used by a STRIKE commando while aboard a helicarrier.
Phalanx CIWS
What appears to be a Phalanx CIWS is seen being used to fire at Sam Wilson.
SHIELD Quad-Barreled Weapon
When Nick Fury is ambushed by disguised HYDRA agents, his SHIELD vehicle is fitted with a special defensive countermeasure that includes a quad-barreled machine gun and grenade launcher.
