Really short OVAs aren't hugely unprecedented, you have things like ''Blood: The Last Vampire'' which is only 45 minutes long. I think the No Short Films rule is more supposed to protect us from student film projects and stuff that's only shown at film festivals. The wiki for Shinji Mikami Tensey (the story of the man who never relaxed) says it's a one-episode OVA. Really short OVAs aren't hugely unprecedented, you have things like Blood: The Last Vampire which is only 45 minutes long.
