Chongqing Jianshe Industry (Group) Co., Ltd. (Chinese: 重庆建设工业（集团）有限责任公司) is a subsidiary of CSGC, headquartered in Chongqing. Formerly known as Factory 296, Factory 296 was the People's Republic of China's successor to the Republic of China's 21th Arsenal, the successor of the Jinling Arsenal (who also merged with the rifle manufacturing plants of the Hanyang Arsenal) after it was relocated to Chongqing during the Second Sino-Japanese War.

Factory 296 initially manufactured Chinese clones of Soviet weapons, most notably the Type 56 carbine, a clone of the Soviet SKS. After the Sino-Soviet split in the late 1950s, Factory 296 became one of the first Chinese factories responsible for the development of original Chinese weapon designs. They would go on to develop and manufacture the Type 63 rifle, the Type 81 family, and had major contributions to the design and manufacture of the Type 95 family, the QBZ-03, QCW-05, and QBZ-191.
