:The source I got it from did say it was from REX, but it also claimed the REX company was a subsidiary of "Izmash", which, I assume is Izhmash. ::I found a good article about the history of Gepard ([https://warspot.ru/7888-neudavshiysya-pryzhok-geparda Here], but it's in Russian). The designers of Gepard were officers of Rzhevsky Artillery Test Field ("Rzhevsky Poligon") in St.Peterburg. In case if Gepard would be adopted by military or law enforcement, it could be manufactured on Izhmash, but this didn't happen.
