The Norinco Type 05 police revolver, its export version known as Norinco NP-216 (according to some sources) appeared in 2006 for arming various elements of Chinese Police like traffic police, local municipal police, etc which previously were unarmed. The 9mm ammunition is apparently based on the .38 S&W cartridge.
