I believe the image is from one of Chan's early American movies, a 1985 film called The Protector ([1]). Also, in the film the weapon is stated as being a portable, six-shot 20mm cannon and not a minigun. Most likely a purely fictional weapon. The film is rather sub-par by Jackie Chan's usual standards but is still worth a watch.

That scene IS from The Protector, and to recall what the gun was known as, "WTF is that? I got that from an Israeli friend of mine. That's a portable 6-shot 20MM cannon. It is never held by Jackie on-screen, but it is in the promotional images. Although in the film, it is used and held by Danny Aiello, as he's the only one shown to touch it.
