The film stars Cho Jin-woong as Won-ho, a police detective attempting to bring down Asia's biggest drug cartel run by a man called Mr. Lee with the help of Seo Young-rak (Ryu Jun-yeol), a low-level drug dealer and former member of Lee's gang. The film was followed by a sequel, Believer 2, in 2023.
