I guess the revolver to be a Webley RIC, possibly a Belgian British Constabulary model. The revolver generally resembles such version:

and the cylinder bears resemblance with this Belgian version of Bulldog:

A Belgian version of Webley Bulldog with folding trigger - .320

I think that the Belgian origin of the revolver is proved: 1, 2. 3. This kind of fluted cylinders can be seen on RICs and Bulldogs, produced by Liege gunsmiths. --Greg-Z (talk) 11:38, 21 September 2020 (EDT)
