Originally, the show was completely separate from the CW's Arrowverse and Grant Gustin's guest appearance was stated to be a one-time thing, but when CBS decided they didn't want the show after the first season (it apparently didn't fit their target demographic or something), the CW picked it up and then it officially became part of the Arrowverse. :I went back and had a look at the episode and you're right, also got another screengrab that shows that it's the CPE, for confirmation.
