Designed by Dave Boatman, marketed toward businessmen and corporate executives and designated the M-21. Ares INC developed an earlier version based on a design concieved by Eugene Stoner. Stoner developed it in the early 1980's as a PDW for high-ranking politicians and wealthy businessmen in kidnapping prone nations. Although extensive research was conducted to verify the "Utah Carter" entry, the only information recovered came from Robocop fansites. No information could be found that "Utah Carter" is in fact a liscenced manufacturer. However, worldguns.ru lists it as an Ares FMG and cites extensive background information
