The main character is Ivan Lapshin ([[Andrei Boltnev]]), the chief of ''Ugolovniy Rosysk'' (criminal police) in a small town in mid-1930s. The story depicts mostly not his service but his personal drama of love to a woman who prefers Lapshin's close friend Khanin ([[Andrey Mironov]]).

== Tokarev TT-33 ==
A [[TT-33]] is Ivan Lapshin's ([[Andrei Boltnev]]) personal firearm. Though TT-30s and TT-33s were already produced in 1934, this most modern Soviet sidearm hardly could be used by ''militsia'' in a small town.

[[Nagant M1895]] revolvers are carried by most detectives. Khanin ([[Andrey Mironov]]) carries a Nagant during the operation against Solovyov's gang. When he is wounded by Solovyov (Yuriy Pomogayev), the latter takes Khanin's revolver.
