I have seen that comment about Rossi's use of the .45 as opposed to the 9mm used by the BAU as being an indication that he was, at one point or another HRT, and for my two cents I think there is a different explanation. Throughout the character's involvement in the series several mentions are made that Rossi is 'old school' FBI and, again in my opinion, the use of the .45 is an indication of that.
